REPORT

Relevance of the topic. (Slide 1) Current market conditions determine the transport system need constant development of sea trade port (ICC), to improve their activities to achieve high-power, cost reduction, ensure stable and reliable operation. This is due to:

requirements and preferences of clients (ship owners, cargo owners, and others);
constantly changing structure of freight flows;
the emergence of new technologies related to production processes and their information support;
entry into force of new legislation governing the transport industry;
Force Majeure.

(Slide 2) The practice of dealing with such problems in our country and abroad demonstrates the need for a comprehensive development programs and economic activity seaports.

Problems of development of individual directions of the development was considered by many scientists and engineers. However, the findings, regulations, recommendations not fully take into account the modern conditions of market relations. Ports operate in a competitive environment both domestically and from the ports of other countries in the Black Sea region. This, in turn, requires a corresponding revision of theoretical and applied the provisions in the field of development of material base ports. First of all, this is due to research and development issues to ensure that adequate new conditions of solutions aimed at improving the competitiveness of the ICC.

(Slide 3) In connection with this dissertation research goal is to increase the production efficiency of sea trading ports due to the formation of their development programs, adequate, current market conditions.

With the goal, the following objectives of the dissertation research:

review the status of ports and to assess the development of their material and technical base;
To identify the factors and formalize the process of developing programs for the development of ports;
establish a system of indicators to measure the competitiveness of the port;
develop a methodology of selecting areas for port development.

As the object of study adopted a process of development of sea trade port.

The subject of study methods and means of forming the program of development of material-technical base of the port.

As a result, the first objective:

1) (slide 4) found that there is a sufficiently large reserve capacities of seaports (as of 2002). Despite this, some programs of transport system provides for the construction of new cargo handling facilities. In particular, for transshipment of grain, oil products, chemical. and mineral fertilizers. The perversity of individual areas of development (especially for transshipment of cereals, min.udobreny) and the absence of other (freight containers - this is the direction of development is reflected in a different program from 2004) is confirmed by data processing of goods at the ports of Ukraine in 2007

2) (Slide 5) an analysis of existing conditions in the Ukraine to attract transit traffic. The conclusion is that freight forwarders with great caution considering the transit through Ukraine or looking for other ways. This is due to the instability of the Ukrainian legislation, tariff policy, short-sighted, overly complicated control procedures for border crossings;

3) (slide 6) revealed that a significant portion of the volume of transit cargo vysokotarifnyh (oil and oil products, grain, paper, container) decreased. For example, the reason for that was a competent policy of protectionism of its ports of the region. One way to increase the processing of transit cargo in ports could be the restoration of traditional transport routes from Asia to Europe for containerized cargo;

4) (slide 7), the dependence of the port of interconnected organizations and described their effect on the competitiveness of the services of the ICC. Formed the organizational and functional structure of the industrial group "Sea Commercial Port of Ukraine."

5) (slide 8.9) is structured material and technical base and sea port defined time intervals the planning of individual areas of development

6) (slide 10), requirements to provide direction for future development of MTB ports. These include, above all, include:

comprehensive systems analysis on a number of areas of their activities;
comparative analysis of production capacity and prospects of rival ports in order to determine the most efficient uses of scarce resources;
identify trends in traffic.

In the course of solving the second problem:

(Slide 11-12) formalized the process of forming the port development program MTB with the influence of competitors and predicted values ​​of the volume of traffic.
(Slide 13-14) objects are defined and the sequence of complex market research services to commercial seaports
(Slide 15) focuses on the process of forming predictive value of the volume flows. Systematized the factors that influence the transit, import and export cargo flows
(Slide 16) are structured on the scale of the market processes of competition in the sector service of the ICC. Marked subjects and objects of competition.
In addition, structured factors have a significant impact on competition between the ICC in the region (slide 17).

The result of solving the third problem of the dissertation research are:

1) (slide 18) The methodology for assessing the competitiveness of the port services and MTB. It is based on the calculation of integral index of the competitiveness of services (slide 19), which is then used to calculate the competitiveness of the port as a whole (slide 20);

2) (slide 21), a system of parameters for assessing the competitiveness of port services (legal, technical, economic and institutional);

3) (slide 22) methodology to estimate the limit values ​​of individual parameters of the port. For example, increase the speed of straddle carriers to a certain size is useful because it leads to an increase in the intensity of container handling. Further increases would be useless, since the rate of movement is limited by the rules of safety and productivity of quay cranes. In this regard, the utility services to the relevant parameter is of particular importance in developing plans to enhance competitiveness.

The solution of the fourth task is given a model of production and development programs of the seaport. The approach - game theory and mutual influence of the parties to the conflict (ports) at their choice of development strategy. (Slide 23-26)

As mentioned cargo flows (import, export, transit) for seaports are limited.

The current system in Ukraine Mr. ICC has enough capacity for the processing of cargo, as well as their independence hoz.subekta leads to competition - conflict of interest. Everyone tries to pick up a large part of any cargo. The results of this struggle were discussed earlier.

There is a twofold task. On the one hand it is necessary to take into account the interests of the individual (each) port. On the other hand - to develop a strategy for the ICC, "parties to the conflict" to ensure the best outcome for the industry as a whole.

Conflict can take into account the theory of games, but the interests of each participant and the industry as a whole - the balance point on neshu.

In this formulation, each party (the port), driven by internal incentives and interests, must choose a program of action that would suit its competitors and the industry as a whole. Under these conditions, the gain of each port depends on both its own actions and the actions of other ports. Each of the ports, to strive to secure the most advantageous outcome of their actions.

It is important that when you reject any participant from the point of equilibrium at any step can lead to a one-time gain, but reduce the final result.

To develop solutions built state graphs and set the corresponding figures for port development (eg, implementation costs, increase capacity). (Rice with graphs)

Iterative decision-making process, ie consistently considered the strategy of each party to the conflict. At each iteration the set interference - the calculation of competitiveness and prioritization of the choice of traffic.

Control parameter - the probability of choosing a particular strategy. If one port is a definite direction of iteration is a growing interest, for another - a similar trend is losing its relevance.

Development of solutions in each iteration based on the model of optimal control theory using a discrete maximum principle.

The proposed economic-mathematical model of software development of material base of the port makes it possible (slide 27):

identify the optimal amount to increase the capacity of transshipment terminals, taking into account predicted traffic volumes;
take into account the mutual influence of rival ports in the decision on the development of capacities, thus avoiding unnecessary investment in increasing the capacity of the terminal;
implement market-based interaction ports - an equal partnership and mutual benefit in productive activities.

This is confirmed by experimental calculations (slide 28).

The most significant results obtained in the course of his dissertation research, presented in slide 29.

The main results of the thesis presented in 4 papers in the collections approved HAC of Ukraine for Technical Sciences.

Ten additional articles reflect the content of the dissertation. Two of these were published in collections of scientific papers, approved HAC of Ukraine on economic sciences and 8 - in the collections of materials of scientific conferences.
